Possibility to add custom action to Action links and Rich Forms

Implemented functionality that allows adding highly-configurable custom actions.
Such actions have the same options as all standard actions and are included in the solution package.

Bugs fixes and improvements

Expression Builder: fixed operators buttons functionality after сlicking Test button

Rich Forms: fixed context menu functionality (element selection and moving)

Rich Forms: fixed changing tab icon functionality, in particular for Details tab in a dossier Display form

Fixed dialog closing after trusting app principles on the Start from template page

Added site type check to Create Page functionality: Modern page checkbox is checked by default only for modern sites.
