RichForms: fixed user field functionality on edit form

Input was disabled if any other user filed was not added to the form.

Fixed solution and site creation for sites with special symbols in the URL (umlauts etc.)

Fixed adding of dossier while creating new column lookuped to new Other list (In Internet Explorer and Microsoft Edge)
