In many scenarios it is necessary, for example, to create or update elements in other site collections.
It would be important to have a function

    For client side Actions like Action Buttons on Lists, Pages and Forms cross-site-collection item handling is already in place: Check On any site option in action editor e.g. for Add item list action

    But for Triggered and Scheduled Actions it's limited to current site's lists. Security concerns needs to be settled upfront an implementation since these background actions are running with elevated privileges and can be configured by an owner of any site at this time.
    Let's check the demand on that feature request to consider a potential implementation.
