Site-level and list-level permissions in data lookup

When a user is creating a form as an admin on sharepoint site A, and they try to connect to a sharepoint list on site B, if they have the correct permissions on the list (say a list with unique permissions), but not on the site, it will not allow the user to create the connection. When attempting to use a sharepoint list on a site, you have to have admin permissions at the site level, instead of checking at the list level. It would be useful to bypass the site-level check in such a scenario and go straight to the list check.
